You can see why that was a necessary thing. And you can tell this hasn't just been a recent problem in American politics. In 2000, 50 percent of eligible voters went to the ballot box in this country. Some 55.7 percent pulled the lever in 2004 and 58 percent in 2008. In 2012 and 2016, an estimated 55 percent of those eligible took part on election day.
